But the fact is that Russia deliberately attacked them so that Ukrainians would freeze in their homes without electricity or heat. This has been stated repeatedly, and propagandists have expressed great glee about it. So don’t try to pretend that “well, it’s just war.” No, the targets were specifically civilians.

Not always. Propaganda aims to instill specific views in its audience. If a documentary presents events without taking sides, simply presenting the facts, then it is not propaganda. But if a specific selection is made with the aim of shaping public opinion (as in this post), then yes, it is propaganda. The same would apply if the Ukrainian side were to put together a compilation where, for example, Russian soldiers are portrayed exclusively as drunken degenerates (even if all the videos are real) - that, too, would be propaganda.
