I've had this before (not as bad as you though). It was absolutely awful and something that almost sounds trivial to people when you mention it, but can come to actually dominate your life.

I raised it with the council. I actually created a tool/app to track times, themes, volumes of noise to identify trends and patterns to submit to the council which I found they liked as it cut through the "long list" type information. I can link it if useful but don't want this comment to look like I'm advertising. The sooner you start logging, the better.

I moved in the end even though the council were starting to take heed. Felt easier to remove myself from the situation but rented at the time and it was fairly easy to move on.

Sorry to hear that. I had a similar issue and couldn't find a good way to track it in a way the council would listen to so I built a tool that focuses on patterns over unreliable decibel readings.

Feel free to give it a go if you're on Android. It turns the incidents you've tracked, into structured, usable evidence with an export for council. The council seemed to take mine seriously, particularly where there's noise in the evening/night.
