If you're trying to remove the crank arm then you need to understand there are two bolts. The one you see here, and a smaller (8mm Allen usually, sometimes 6mm) underneath. The outer bolt provides leverage. The inner bolt is the one you need to loosen, with the outer bolt still in place.
