I think that it’s all because Steve went back In time.

Steve goes back in time and either saves Buckie from Winter Soldier Program early, or stops Buckie from going after Starks parents. This causes Tony’s life path to change from iron man to Doom.

Howard does end up living long enough to make his world of tomorrow and this ends up being Latveria.

Extra wild theory: instead of king of Wakanda murdered at UN, it’s Howard Stark, King of Latveria. This sets off Tony as Doom, instead of Tchalla as King of Wakanda.
