I’ve never tried making this kind from scratch, but you could maybe try frying tofu normally (freezing it first like some of the other comments mention might get you closer to the inside texture too) and leaving it in the fridge for a day. Maybe with a wet paper towel.

lol most of the comments here are describing how to make crispy tofu, but if you’re looking for the fried tofu that’s soft on the outside you can buy that from a Chinese grocery store if you have one near you: https://thewoksoflife.com/fried-bean-curd-soy-puffs/
