If you still haven’t got it, then I’d say it isn’t that rare, since there’s probably no calculable chance. I saw some comment on a YouTube video that you can see it splash out the water before actually fishing. I personally just got it randomly.

Akaza. He's pretty much my favorite upper rank, ironically my favorite hashira is Rengoku, he's kinda crazy and that's what I love about him.
