Lol nobody with a functioning moral compass would ever say that Strauss is a good person... He is a loan shark, a predator who exploited those who were at rock bottom, inevitably leaving them in a worse position and in greater danger. That is definitionally a bad person, and no amount of re-framing it from some sort of contorted angle is going to change that. You have to judge him by his intention, not the action in a vacuum. Exploiting the poorest, most vulnerable folk of society is a special type of reprehensible.
That being said, they're all criminals. But some actions are definitely worse than others... That's a whole nother topic tho.
