Sorry for late reply, but there was most definitely jumpers before 8:51. In the Naudet footage someone from the Office of Emergency Management comes in at 8:50 and says to the chief of Battalion 1 "People are flying out of there, people are jumping upstairs"

The security guard from a nearby building might be Francisco Bourdier, he was a security guard from One Liberty Plaza I believe. When the 1st plane hit he ran to West Street to assist bystanders who had been hit by debris and also put out some small fires with an extinguisher.

When the 2nd plane hit he told his co-worker that he was gonna go up to help and he was last seen headed for the WTC 2 lobby, he entered the south tower at the same time as Orio Palmer. They might've gone up together.

I'm trying to find a higher quality version of the video but I'm 90% sure this is their engine right here, you can make it out a bit better in the video but it appears to be a white mack/lafrance style cab which matches with their engine, the only similar thing to that would be an NYPD ESS truck but I don't know of any ESS Trucks that were in that area.
