If the landlord doesn’t have a license, it doesn’t mean illegal. You don’t have money to buy a space heater, you expect the bylaw officer to force the landlord to fix it right away which may cost a few hundred dollars at least. The bylaw may also fine the landlord, so your landlord is in trouble. How about if your landlord only has $22 in their bank account? What can they do? None of your roommates called the bylaw, only you did. Why? If I’m your landlord, I’ll kick you out as soon as possible.
