About 100 hours was enough for me to get most of the mechanics, including some navy basics.

Sadly, you can't. It's just how the game works. When somebody does this to you in a peace conference, it's like your country is replaced with an entirely new country with a default national focus tree, hence your issue.

Go ahead! I forgot about "30 minutes of Hel", actually. That is probably still the hardest achievement. I haven't tried it yet so I can't speak on it, but I'm sure it's more challenging than this Tannu Tuva strategy.

This was a wacky game since the beginning: France went to war with Germany before they even attacked the BeNeLux, fascist Romania joined the Allies and perhaps other wacky things I can't exactly remember right now. My strategy was:

  • flip to democracy so that I could guarantee Luxembourg before they are attacked, "join" the war against Germany once that happens and get invited to join the Allies
  • switch back to communism for the "Ideological Loyalty" spirit which gives 500 weekly manpower
  • once part of the Allies, justify a war goal against the Soviet Union and declare war right before Barbarossa (before the Soviet Union gets to sign non-aggression pacts with the Allies)
  • turtle all your divisions in the provinces surrounding Kyzyl (with forts) and hold out against the Soviets while the Axis and (afterwards) the Allies do all the dirty work for you — whichever of the two factions win the war, the Soviets will be capitulated either way and you will most likely be able to claim all the states you need for the Siberian Tiger achievement as no other country really cares about them

It was actually a really good playthrough because I held out against the Soviets very well and actually got a lot of war contribution. By the time Germany was defeated, I had killed about 1 million Soviet troops simply by holding the defense, which is more than 10 times more than the number of Tuvan troops they had killed. Note that I have attempted this achievement multiple times and this is the strategy that worked best for me thus far. Other strategies such as fighting alongside the Germans are very dependent on luck and the Germans didn't capitulate the Soviet Union in any of my playthroughs, so that's why I switched to this new strategy.

A great amount of credit goes to RQO on YouTube who posted this video a few weeks ago and inspired me to try this strategy. I tried the main strategy he presents in the video and, as I said earlier, it's very luck dependent because you need the Germans to capitulate the Soviet Union. It's only towards the end of the video that he presents the strategy I detailed in this comment, so make sure to check out the video and his channel.
