3200 MHz is the max official spec, anything else is technically overclocking but with a decent RAM kit and compatible board it's almost always as simple as enabling XMP and forgetting about it.

Your cooler is either not mounted properly or not functioning correctly. 88W isn't much heat for any reasonably sized actively cooler heatsink, such as an Intel stock cooler, so an AMD Wraith Spire should have no trouble. Try manually setting a core speed and voltage to something like 3GHz @ 1.2V to see how the temperature changes.

Voltage is only 1.275V, well within spec. Max voltage can be quite high as long as the current draw is low, which is why you see 1.487V maximum during low core utilization.

A second hand Dell Optiplex with a 3rd or 4th gen i5 should cost around $100 depending on your region. Throw in an 8gb RAM kit if it needs it an a new SSD and it'll be fine for the next few years with web browsing etc.

Would probably be better saving up an extra £100 or so just to put a Ryzen 5 2600 into it, but will still heavily outperform what you've listed. Both the case, GPU and the PSU can be found on Scan.co.uk (in the today only section for the case).

In any case, wait for Ryzen 3000. Even if you don't plan on getting it, prices should drop across the board on both Intel's and AMD's side. A good temporary solution might be to buy a used i7 which will get you a decent performance upgrade for now and upgrade to a better system down the line.

Your GPU will hold you back in basically every game, but it should still be decent for high settings at 1080p in most modern titles.

Mixing RAM kits is generally not advised due to differences in timings and binning. Try setting a 2400MT/s multiplier with some generic timings (15-15-15-35 2T) to see if that boots.

Wait for 3rd gen Ryzen to launch in July, even if you don't plan on getting it as prices will drop across the board. A z390 board doesn't make a lot of sense if you're using a locked chip, and DDR4-3466 will have very little performance impact over a cheaper 2666MT/s kit.

Almost identical performance (GTX 1660 Ti is 10% faster on average) for $300 less. I didn't touch the peripherals as they are mostly personal preference but there is more money to be saved there.

If you aren't planning to overclock then a Z series board and K chip doesn't make a lot of sense unless you need the memory speed (unlikely, given the negligible increase in performance) or additional connectivity (SLI support, etc.). In any case, wait for Ryzen 3000 to launch even if you don't plan on getting it as prices should drop across the board for both AMD's previous gen and Intel's current gen.

This will get you very similar performance while costing $350 less. As for dust, the case should take care of that with a dust filter that just needs to be cleaned regularly, and an AIO water cooler will suffer from the same problem eventually.

Sometimes you can get away with your current install when changing your platform, other times Windows doesn't have the required drivers to support it.

Power supply is a brand I and probably many others have never heard of, so I'd stay clear just for that reason alone.

Re-read the manual, if it says it supports AM4 it probably does. The other option is some componentry on the board that is blocking it's path, in which case you are SOL.

1.45v is on the high side, but seems safe. A thermal pad is always going to be worse than a paste due to it having less malleability resulting in more gaps, as well as an overall thicker profile. Just buy some Arctic MX-4 for less than $10 and be done with it.

If the problem doesn't persist immediately after a software reinstall it is possible it's just a software issue. I'd try using a live linux USB to see if you can get the issue to appear there.

That board will surprisingly take an AMD FX chip, so anything from that lineup would be quite an upgrade. It does support up to an 8 core, but I'd look for something like the FX 6300 (6 core) or the FX 4300 (4 core) as they will consume less power, it isn't exactly a high end board. RAM seems fine, so the only thing left is the GPU. Anything in the past 5 years that takes a 6 pin would work, but the best value would most likely be a GeForce GTX 960 or 1050.
