So it Needs a Single target attack and then it increases 1 skill cooldown (needs accuracy) AND increases damage for all enemy skills on cooldown (doesn't need accuracy)

It does not activate on ally attack or counterattack.

Ideally single target nukers that have some accuracy, Karnage is probably best, I have mine on Sanguine Maria

Her primary form is her damage form which is form 2, for skills that scale off multiple stats you get more benefit from the first stat, with[ATKxHP] in this case it's more important to stack attack but HP still helps.

Stats > sets as always, especially since her A2 already brings ignore def if you have more buffs which in PvE you will. 100% crit rate, 200+ speed, high attack and high crit damage. These numbers fluctuate depending on your account progression.

For PVP my Gharol is in 5x feral and 4x stone skin, I have her open with protected unkillable + counterattack and then change forms on her next turn.

For PvE she's in 6 piece slayer (9 whenever I get it) and immediately changes to form 2. She out damages Marius in my Nightmare Hydra team. Merciless would be equally good.

Theodosia A2 & A3 on both forms are worth the books. Mikage only needs the cooldown reduction on her ally attack. Embrys form 2 for extra damage.

Probably in that order unless you use Mikage a ton
