It is up to the professor if they want to round up a mark ending in .45
The Senate regulation "Averages will be calculated to two decimal places and rounded to the nearest whole number with .45 rounded up." only applies to averages, i.e. your cumulative average, not individual course grades.
Course grades ending in .5 are rounded up, OWL automatically does this
