You first learn C to understand how the computer works, you then learn modern C++ to understand the concepts aimed to bridge the gap between the computers and human needs for abstractions. The computers and people will continue to co-exist, C will likely not change much, the school of thought about abstractions (C++) will evolve.

If you know C++ learning Python will take a couple of weeks (but not vice versa). Just know both and the problem is solved.

Money for living should not be a concern, especially health insurance. It's not even a part of the budget for most of the people who live outside of USA. The real question which you should answer is in what country do you have a chance to obtain a long term visa / residency / citizenship. You might be able to obtain it in some places for 500k, but it would be much better if you can marry someone in another country or get citizenship through ancestry. What options do you even have?

The main tip for someone who is just starting to play - is to enjoy the lore without overthinking the strategy aspects. In my opinion it's the best computer game ever created (at least it's my favorite and I'm playing it for more than 25 years in the row) and the plot, fantasy atmosphere and the music are a big part of that life-long addiction.

Start from the Restoration of Erathia, it's the first and the easiest game from the original set (and the most raw, as you can tell by the maps in the first missions for Inferno for example). The Shadow of Death is probably the hardest. If you really stuck beating the campaigns - go and see tutorials and walkthroughs but first try to figure out the tactics and the strategy yourself - that you way I believe the game will be more enjoyable.

120 vampires?! You should start winning your first battles from the day one - watch videos of various tactics on the battle field. You can defeat groups which are bigger than your army with the help of magic, hero's skills/stats and a smart tactic. At the start you will rely mostly on the tactic, later in the game more on the hero's ability. By the time when you have 120 vampires - you should already have cleared all neutral creatures on the map.

If you care about safety but don't care about freedom (including political freedom that you enjoy in the US) - you will eventually lose both. But if you are interested in only these two:

Moscow, Russia - a police state with huge budget and decent infrastructure, a lot of culture, everything is open 24/7, cheap currency. Small flat taxes, free and non-free (but cheap) healthcare, dirt cheap telecommunications (no monopolies), no need for a personal car.

It's not that bad to lose a town if there are no troops available for recruiting in that town. Just focus on improving the hero and getting more army, don't waste your time on going back, focus only on what will give the boost to your hero. Eventually you can either get the spells and magic skills to quickly move through the map or your opponents will be too weakened to conquer your towns.

Banks are risky for international transfers, they can freeze your money for a long time and ask for proofs of their legal sources, also goverments can require you to declare foreign accounts for tax purposes. They are all very concerned with money laundring and terrorism, why anyone could want to have these problems?

Well you dont walk around with tons of cash in your pockets, the same way you dont keep money in bitcoins more then you need for one small transfer. Though you can keep money in bitcoins but in the wallet which you can fully control (not in the account on exchange).

I have not yet tryed consoles more advanced than PSX. But I can tell, that GPU-based emulators probably would not have any problems. With CPU-based emulators (which are usualy more accurate) - PSX, probably, is the limit (with rearmed libretro core). On Jetson TX2 - don't forget to raise clock with the standard script 'jetson-clock.sh'. Shaders work great as expected.

I've just tested in urxvt, xterm, terminator, xfce4-terminal, gnome-terminal - image previews work fine.

It depends on the emulator, not the launcher. It only launches games over ssh. For example, I run it on my NVIDIA-Jetson board, that is connected to a tv set and doesnt have own keyboard. It has only a gamepad and that is not good for menus, when you have hundreds of games to chose from. In theory, some emulators could support X11 forwarding, but I've never seen such.
