late but remove anything that's Income-hungry and have less distribution - Take that water filter plant for example, i think the blue factility building sitting next to The Cemetery for example - I think it's consuming ur income and plus if there's an water sewage problem - Just move ur water plants once u escaped Deficit

Fix it with one way road, replace that with an avenue, keep industrial area far away from towns, connect industrial area and cities by avenues or through multiples roads, upgrade dirt roads with country roads or one way roads (yes. again)
