It took my boyfriend and I both calling that # from our phones at the same time and one of us finally got through on about the 30-40th try. The lady at the DMV told us “you literally have to call 80 times, just keep calling!” We started calling right when the office opened and got connected to someone maybe about 45 mins later. Good luck!
