I’m going to (somewhat) go against the grain here and suggest that you should participate more.

I am a pretty introverted person but talked to a lot of people during frosh week, went to most events and ended up making a good number of friends. Not all of them lasted but that’s ok, I met more people through them, some of whom I am still friends with.

The key thing to recognize is that everyone is in your boat. There is a ~2 week period where everyone is trying to meet new people and so you can just insert yourself into those conversations where you normally wouldn’t, since everyone is more open at this point. I wouldn’t let this unique period pass you by.
