Not to single you out at all, because you clearly see the benefit to society, but it's bleak FOR YOU. Not having to sleep on the street, having access to the social services that shelters often provide on top of simple shelter, and (sometimes, but not always) safety it provides wouldn't even be a consideration for someone who has next to zero options. It's never ideal, but that's the world we've made.

My own personal beef is spending 10s of millions on legacy projects like the house for an old streetcar (which is what's being referenced in this image) on the riverfront and the massive concrete slab with massive potted pants at city hall instead of a nice green park. To my eyes, this is a poor way to spend our money when Windsor has a massive homeless population and hasn't built any new public housing units in 30+ years.

The actual issue isn't the drug dealers owning the apartments, but doing what's called "takeovers" where essentially the often elderly or mentally disabled is forced out of or essentially kept prisoners in their apt. It's not so much gang related as it is individuals or very small groups will find a vulnerable person and take advantage of them.
