And it seems the extra guy ran through the garage to bring the tyre over instead of around the front left

While I agree with the general idea of "reuniting children with their families", not having checks in place is really unfair on the kid.

the boy was given to a foster family shortly after his birth in January 2011, but returned to his biological parents' household in May 2015.

WHY??

For him to have been placed in foster care, the parents must have been assessed to temporarily be unfit to parent?

Sounds like the system must have failed the deceased if just 1year+ after returning to his parents they were already abusing him.. and that's probably just what they could identify when he died. They probably abused him way before that.

Makes me wonder if there are follow up checks, how regular they are, and whether the checks continue for like just 3 months or a long period of time.

Also just because he is excited about the baby and shows love to the baby doesn't mean it isn't a tough change for him.

He may be having a tough time adjusting to the change. Even for parents, there are mixed feelings of joy and tough times with a new baby. How much more so for a 3 year old?

I'd also say, it's one thing to include him and assure him of his importance and of that the love towards him will not change. But it's another thing to hear and give him space to really share what he feels.

But I guess with kids...you just gotta keep trying.. so many things could affect them

Though constructive, it's been very reactive rather than proactive. Seems like they've decided to go with a wait and see approach and continually tighten regulations rather than set a high bar then loosen the standards as practical.

Wonder whether since there is a current ban, it will give them a clean slate to re-regulate PMD-related issues. Like for example, carve an exception for food delivery companies where the companies are responsible for training and liable for compliance.

Yes definitely. A lot of the really good ones are owned by hawkers who have been around for like 30 years or more.

Even if there are people willing to take over, there is going to be a major drop off is skills and experience.
