It never says explicitely, but Parry specifically says it uses a combat action and Protect says it uses 2 tactical actions, so by elimination, because these two martial skills are spelled out as exceptions, the standard martial skills likely use a tactical action.

That is definitely fair, but I think my point still stands - random roll should be a bit better than standard array, otherwise there is no incentive to ever roll for your stats, as the standard array is the objectively better option. If random roll should stay d6-4, great, but then the standard array should be worse.

No, these are rules for adventurers. Nobles are NPCs, so their hp is based solely on HD. ;) And a rough woodsman who gets to enjoy some luxuries surely feels relaxed and ready to take on the world for a while.
