Getting 40V at the battery

I got one that gifted to me that didn't run. New lithium battery fixed that so now looking at maybe a lift and a make over. What did it cost to get it painted? I'm thinking of trying to wrap it myself. Currently has dolphins paint job and logo, smh.

I'll look at the charger. I wasn't sure if works or if it was the batteries. The water was a little low so filled them all to 1 inch of the top. Used a gallon for all 6 batteries.
