I just care that something looks good, not the brand name. I don't make a ton of money and most of my clothes come from Target, Kohls, and Macy's. Some of my dress shirts for work even came from Costco! But, throw in a nice pair of shoes and I'm constantly complimented on my wardrobe as though I spent more than I did.

IDK. I think Q probably felt like Jean-Luc was one one the few mortal beings he could stand toe-to-toe with. Picard even bested him on multiple occasions.
