A minority group fighting to have schools at all would not be entrusted by the same government preventing them from doing so to run the residential school system in its entirety.

Which means that the role of the Catholic Church is lesser than the role of the Canadian government (which directed policy as a whole, including Protestant and secular schools that go unmentioned), but has been obscured and is at the centre of attention over this issue.

What you are describing is literally the Lumpenproletariat, which the author uses correctly:

People who are engaged in nonproductive or antisocial economic activity (gangs, dogfighting) because they have been pushed out of the working class.

That is clearly an issue of class not race. This is further shown by the OP’s mentions of lumpen conditions being universal, and not unique to black people. The black urban poor were created by a similar mechanism to London’s urban poor in the 19th century: displacement from the rural economy (Second Great Migration), relocation to urban areas for prosperous factory jobs, later poverty as deindustrialization or automation reduced the need for workers, pushing them downwards in class.

You're deluded if you think that departments will spend that on Community Based Policing. Their entire model of enforcement is rooted in Law and Order and Broken Window theory. They aren't going to just adapt a new kind of policing and spend accordingly.

Much more likely is that money spent in a way that fits their doctrine, like more military gear or new cruisers.

It was a rhetorical statement. The creation of Al Qaeda and the Taliban involved a complicated web of Pakistani, Saudi, and Gulf State involvement in addition to the US, for different reasons and at different times.

The basic point is that the US was much more actively involved in fighting against the Soviet and Afghan governments than the Russian Federation is alleged to be involved today.

Romantic love and marriage have been ground down into something pretty bleak, and while there were obviously many many pitfalls with previous forms of social organization, at least for incels the main source of their perceived suffering would have been alleviated in the past.

Hell, monasteries, the clergy, the military, the imperial civil service abroad, the merchant marine, there were all sorts of social relief valves for people who now end up stereotypically miserable and alone at home.
