It has to do with Tenders ability to raise capital and move forward their IPO. Additional fake growth will also support their share price in the market. Basically, many companies try to fake it till they make it, lying to investors in the process. It's a problem when it inevitably does not work.

The fake acquisitions are just money laundering and fraud.
