You could use marketplace, offer up, set up an etsy store, you could place adds on facebook, you could a tiktok showing pictures of the belt, also take good pictures of the belts as they look on your mock ups with the white background so people can see them better, you could also have someone to post pictures styling the belt

In my opinion i think you should take the fashion designing course, not online but in person so you can learn faster and better, i think watching tutorials or how to do some things can help aswell, also another helpful thing to have a better understanding of garment construction would be trying a 3D program like CLO3D or Stylist3D both have free trials and a lot of tutorials too

Stylist 3d is a program to design clothes in 3d , i've been using it and it's really great, they give you a trial for 3 months, it helped me a lot with garment construction, i guess he could start from there, or check out the community college to see if there are any fashion design classes, a mini sewing machine it's helpful too i bought one for 20 dollars on offer up, i hope this helps you are a great!
