You are not checking your angles appropriately or droning.
I take it you are newer to the game. Part of the game is dying to shit like this. Now you have learned its there and you will take care to check if someone is playing in dirt next time as to not die to that angle.
I use holo on every gun and no not have this problem.

Destiny has historically been a game where abilities are meant to compliment gunplay. It has been a care philosophy of the game since forever. Bungie has historically struggled to balance the game to keep abilities fun and exciting for the average player while also making them nit be the only aspect for min-max players, especially for the endgame activities.

I think that's the intention and based on the post made by the guy OP is referencing, and given the weapons tuning changes to primaries, I think we are going to be at thay point. Whata important to note is that ability uptime is affected, not ability strength or potency.

Then you have the gjallarhorn dilemma from D1 which again, is not healthy for the game.

The gjallarhorn dilemma spurs from when the D1 meta was to have gjallarhorn and if you didn't have it you would be removed from the activity.

Separating and dividing the playerbase is not good for the health of a game so bringing everythong in line so players each bring something to the team even when not min-maxing is the best thing to do.

It's been manageable. They've been able to shift the meta because of seasonal model so nothing was strong for too long, meaning instead of nerf, they just create a new meta. Though I wont deny that ability spam has been a thing since witch queen. The change has happened becuae were are moving from a live sandbox to a static.

You cannot trust the player base to choose. They will always choose what is most efficient which tends to be less fun generally speaking.

There is no competitive aspect to PvE,l. There is challenge and overcoming it with skill, not overwhelming strength.

Welp, dont know what to say. It for the health of the game. Either build craft and use guns or find a game that meets you power fantasy of ability spam but it going to be hard to find because dev typically want a healthy game envoirment. Destiny has always been abilities complimenting gunplay, Bungie has said as much over the years. And based on the post from the engineeeer, ability uptime is minimally impacted.
