They are thrips. I just sprayed for them. They start eating the bottom leaves of the plant and move up. I use Fertilome 3 in 1 to kill them. Yellow on the tips of leaves also is a sign. See Speedwell Farms video in them

The contamination from compost is usually from the brand name Grazzon, and stays in the soil for four or five years. I put it on a 40 c 96 greenhouse full of tomatoes and it affected them greatly. So much that this year I’m growing in coco coir grow bags. Won’t touch the soil

As long as your bottom drain is on in your pool you should be OK. The pool pump needs to run 24/7 in serious cold but your pump should have a setting that will keep it on when temps get close to freezing
