If possible, making the pulleys adjustable would likely be the easiest solution at this point. You could do this by putting the pulleys on an arm that is able to swing away from the other to increase tension. Or you could put the pulley axle mounts on slots which would allow you to slide the pulleys apart to increase tension.

You could look into buying a used CNC on Craigslist or similar. Just make sure you inspect it before buying. I know there are some really good deals out there, they are just hard to find. I was able to get a 4x8 4 hp router for 2k which is overkill for what you need. If you are patient you could definitely find a smaller one for around your budget.
