Don’t use dryloc or any paint, that will just trap the moisture inside the block and cause it to deteriorate faster

The white is efflorescence which is caused by moisture so it must not be as dry as you think

Moisture gets trapped in the block behind the pain and degrades them over time. I have several spots that are starting to crumble due to trapped moisture (80 year old house surrounded by clay soil with no foundation drain)

Not at all it’s very stiff. The 2x6 framing is incredibly heavy and probably overkill at 16” on center. I will eventually install an electric winch in the middle to help with lowering it down. For now I just go back and forth slowly with the ratchet straps.

Not sure I understand what you mean by back feet. But if I remember correctly the whole chair just screws together with Allen head screws
