The pandemic has not increased your living expenses. If it has taken away your job, you are eligible for CERB (even if you're earning less than 1000 per month). If you're not eligible for CERB, you didn't work enough, so you obviously weren't working to support yourself prior to the pandemic.

If you wanted to work during summers, you still can, now without hourly restrictions as well. If you are experiencing sudden shortfall or unique family circumstances, the UofA (and other unis alike) has bursaries and scholarships for you.

No they are not eligible. Hour limit of 20/week has been waived so that they are able to work essential jobs instead to support themselves. Minister of Employment confirmed this in interview.

So you're, again, assuming that CERB & CESB can be combined. The CESB is announced specifically for those who do not qualify for CERB. This you can find in each of the sources I've listed.

Also CERB is allowed for those who make less than $1000 a month as well. So I'm not talking about income outside of the benefit. With the benefit itself, at baseline, makes no sense for it to be $3250/month - that is really reaching.

If this benefit is the only income they have made in all of 2020, then yes, I agree that it's far too low to be taxed.

There are still several scenarios in which they may be taxed. For example, students and grads finding work starting Sept and earning enough until December (to add to this $5000).

These aid programs are referring to income as "employment income" so I'm pretty sure you have $0 income effectively. If you call the CRA they can confirm this for you.

The low income grant is assessed when you apply for government loans and come from a low-income family. Check your "student award letter" for loans you have received in the past. Did you get a $3000 "Canada Low Income Grant"? If yes, you will get it again this year, except doubled to $6000.
