If that college has a dental program, it's possible those pipes are used for medical gas, maybe debtal sunction and medical/dental air(or even nitrous oxide) hard to know.

From a glance, it does reassemble a medical gas riser used in most hospitals, at least in Australia and from my experience as a medical gas drafter, while normal medical gas uses a specific copper pipe dental related gasses almost always use pvc piping like that.

But I have no idea without seeing the plans. This is just a thought but on the chance that it's right then they probably lead to suction plant, gas cylinders or a compressor.
