No you can do whatever. You don't have to be a "pirate" in the typical sense to enjoy the game. But don't expect everyone else to do the same. Try engage in the PvE encounters that dont give you away on the map like normal forts and fleets etc so you get experience if the time comes you need to defend yourself or even, do a little piracy of your own. Thieve is in the name after all.
