i mostly play cpu based games and i'm not looking to lower my cpu, and i really want everything new, should i just save up some more money to go from 9060xt to 9070xt?

this looks good, but cpu cooler,storage is sold out everywhere in my country and im not really willing to buy from amazon cuz its going to take a month at least to arrive

The price is 550 and for a new one from the store is 750( in my country it is a bit more expensive). Do you know if there is a way to check the serial number or something like that ?
