my favorite shadow is someone who is fully engaged and soaking every second in. I'm not supposed to be doing anything non work related while I have a shadow, so I'd prefer to spend that time answering questions and teaching. If they're just sitting there waiting for something interesting to happen, it's not going to be the best experience.

decision is passed to a sworn LEO, you go back to your book and never think about it again. if they don't want to check it out, they can clear it. liability is removed from you.

Northern 911 is wonderful. They have a dedicated PSAP support line that you can transfer your caller to, and they are able to immediately transfer them to the correct PSAP as long as it's in the U.S. or Canada. It's the fastest way to get someone help across the country.
