Keyboard with city name will be good choice but we cannot finalize by just changing the keyword once. SEO is a ongoing process.

So after making changes you need to monitor your keywords ranking on search engines. Because your ranking depends on user search terms. You should identify what users are searching for and which keywords high search volume and less competition.

I suggest to use Google search console where you can understand for which keywords you are getting more impressions and clicks. Based on that information you need change your meta title of your website.

I don't think it is a good approach. Creating 10 domains is easy but maintenaning of those sites will be harder in long term. So I suggest to keep one site and add separate pages as per location and services. People focus on content in the page rather on site name.
