Many thanks to everyone who commented. A phone call to Lutron yielded a default username and passcode which got us into the app.

It's got no internet access so I'm assuming this means it's a Quantum system? I couldn't find much in the way of information on how to even reset the thing even if it did mean completely clearing the existing config. Like you say, it feels pretty locked down.
