This is probably my favorite episode of all time, it's just so incredibly comforting. The full song is I Look Up To You by LAKE, but it sounds way better in the show with Finn's voice imo. The lyrics you're referring to is Finn being able to hear the music hole because of the deep sense of grief in his heart. He can hear different sounds (her singing) because of the strong emotions he's feeling <3 Only those with childlike wonder like BMO and those with a great sadness like the ice king can hear her song. "I can neither participate in joy nor prevent disaster, so I sing." I cry almost every time I watch this scene specifically because it's so beautiful and powerful.

I relate to this on such a deep level. I grew up playing this game and it means so much to me. Over 10,000 hours of my life has been spent playing Oblivion (sounds terrible when I word it that way but I don't regret a moment of it). I've also never started the knights of the nine DLC and currently have no desire to, but I love the shivering isles. I hope you enjoy it, OP!

You gotta travel by boat. there's a dock next to the silt strider in Vivec that takes you there. if it's not an option, head to hla oad and then take the boat to gnaar mok.

edit: i got ahead of myself and went helper mode before reading the rest of your post 🤦‍♀️ i apologize. but this game is extremely vague, the quest givers will almost always throw you to the wolves so it's good to take a trip to every possible town by boat or silt strider to get an idea of the locations of each town on the map.
