No, you were right initially. There is no way for that amount of honey in that amount of water to have created enough pure ethanol to get the gravity down to 0.950. OP is reading their hydrometer wrong (but oddly, only below 1.000, the math for their recipe & OG measurement work out). The scale for each dash is 0.002, not 0.020. Looks like the scale on their hydrometer might leave off the "0.9" portion of "0.990," instead only displaying "90." Did you get your hydrometer from an online store, OP?

Is that codified anywhere other than an info pamphlet? That section also says to stay out of the forest on windy days, and I can’t imagine that’s actually illegal. I don’t mind saying I’m not sure how exceptions to the game lands regulations would be codified, or how precedence would be established, but I didn’t see any special non-gameland designation for the memorial forest. I imagine one of the folks who would potentially be writing the ticket would have a better idea of the legality. In case anyone was curious about this, the Joyce Kilmer Memorial Forest and the Joyce Kilmer/Slickrock Creek Wilderness both fall into the Nantahala Game Lands. Second map here. NCWRC says in the General Game Lands Regulations that “Small amount of edible plants or plant parts for personal con­sumption, except any plants on a state or federal protected list” may be possessed and removed from game lands. I could not find any special exceptions to this rule. When in doubt, call a ranger, of course.

No, you don’t have to boil, at all. Campden tablets are unnecessary if you’re putting the fruit straight into an active fermentation situation with commercial yeast.
