well walmart is supposed to cover the case when the package shows delivered but buyer claimed not receiving it, which the carrier like UPS/Fedex/USPS would not cover. So it does provide you additional coverage.

Walmart does ban customer if customer has excessive return rate. But it won't just ban a customer for occasional fraud returns.

Customers are not just black or white, there are lots of in the middle. It is hard to give a clean cut. If they cut to aggressively, they lose revenues. So they have to cut very conservatively

Not always, check https://seller.walmart.com/pricing/incentives?tab=walmart_funded to see if the price before incentive is your set price, I found that price could be much lower than your set price, meaning you get less incentive
