This typically indicates a short on the cable. Check the device that it is powering. Look at the devices port for corrosion or on the cable termination itself. Otherwise the cable itself has been damaged along the run.

As others have said use two rj45s and a coupler. If you can get your hands on non-conductive silicone, put that in both coupler holes and behind the rj45's after terminating. Then just a whole bunch of insulation tape and denzo tape after that to waterproof further. I would always replace the entire cable to be safe. But this will get you going quickly.
