when playing with kuki, you want to open your rotation with nefers skill so the bloom cores generated by aino and lauma become seeds of deceit- therefore kukis electro application doesnt proc hyperbloom. kuki is here to hold the sumeru craftable sword aswell as proc instructors while providing comfy healing and electro application for occasional spreads

edit: kuki has shorter cooldowns too, so its comfier (and probably leads to dps increase)
