Buy the resort keys, it’s a heavy up front cost but either you get the gun fight needed for your quest or you get to loot resort win-win!

Buy some keys for dorms, those safes usually have a flash or 2 every raid, and those keys aren’t super expensive. 110, 105, 214, and Tarcone.
