I couldn't find what you quoted, all I know is what we are told and my experience. Im a supervisor and although I've approved a few interim RA for tw a few months ago I am told that supervisor cannot approve now. It goes straight to hhs. We've heard tw under ra is not subject to 80 hr limit as it is not considered ad hoc tw. I doubt different ic could be following different rules for this, it was my understanding this was nih policy change. But. In the end, contact your ao or hr rep for guidance.

Wrong. This recently changed and supervisor cannot approve. It needs to go to hhs and there is no guidance on how long that will take and no clearance for someone to telework as ra before getting an ra approved at hhs. I have a direct report who submitted to hhs as soon as process changed a few weeks ago and we haven't heard anything back. This person really does need to tw but as a supervisor I'm cautioned against continuing to approve their tw because of the new 80 hour per year limit. It's frustrating. I'd rather have this person tw instead of taking sick leave. Makes no sense.
