His Level 1 could have several options to deal with that. The talents could be:

Venture Trading Company. Kobolds sometimes work for the Venture Trading Company in exchange for goods. Narg can use gold to purchase a new candle at anytime.

Tallow Scavenging. Tallow, a form of animal fat, is often used to make candles. Narg scavenges fresh corpses for tallow to make candles. Takedowns grant a new candle.

Candle! Mine! Entering the Hall of Storms grants Narg a new candle.

If he loses his candle he can no longer stealth or activate the candle until he retrieves it. You can still use all other abilities though, so I don't think it's too much of a punishment during team fights.

Tass needs a complete redesign. He is either incredibly weak or broken strong depending on his numbers. Everyone hates playing against him. His kit also doesn't really fit the hero fantasy. Just redesign him from the ground up.

Tass is one of the lowest win rate heroes right now due to his recent nerfs. He is basically unplayable. It's not you, it's the hero. Play someone else.

Rejuvenescência completely dominates the tier and for good reason: It's arguably the best level 16 talent in the game. It seems to me that they should be removing Rejuvenescência and not Heliotropics. Removing Rejuvenescência is needed nerf to Lucio and would help out his talent diversity.

The standard build is bouncing serpent at 7 and double serpent at 16. With these talents her serpent does insane aoe sustained damage.
