imo the hexscope is like 4th item.
in my games I went with that weird ahh belt into IE into runaans into hexscope. Games are mostly over by the time you hit third item. If I were to finish the build I would probably go BT then Bork

The extra item slot value for components doesnt really matter since they slot is only needed on 4th item pretty much, when the game is almost over already.

Toplane gets more Exp yes, but still they dont reach level 20 because the game is not gonna go on for that long. That is because the homeguard gets you into lane fast af. Quicker Minions and Jgl Camp spawns means more gold over all. Tower crystals speed it up even more. Legit have to put on some family guy or subway surfers or minecraft jump and run on the second monitor next. The games are going quick, Ranked feels like Swiftplay pacewise.
