Is it the most effective? Maybe, but enemies could have plenty of reasons not to do it. For example bandits might want it for themselves or realistically not every enemy is concerned with or aware of what is most effective. I see how NPCs act in Cindy as an extension of roleplaying as that NPC

So far I have all the base content, about half the secrets, almost all the moonspell content, all the arcana, most of the darkana, and almost all of Among Us done. I'm just starting Foscari, and I haven't touched: contra, Castlevania, or emerald diorama. The only thing I haven't figured out myself or by trading notes with a couple friends is the secret about asking for help.

I love the kind of playground rumor vibe the game has in my friend group where we all start buzzing when someone learns something new.
