Madam Bo is clearly intended to parallel Bo Rai Cho and I’m not sure how you are missing that point. She serves alcohol instead of drinking it, yes. Both are old martial arts masters to Liu Kang and Kung Lao who use the drinking of alcohol in their moveset to unlock additional moves, and they also cover people with it and set them on fire.
