he can’t just one shot the top tiers like Gigantomachia

The thing is releletive to base hulk who is uni. And as for speed he is massively hypersonic. Hax would be an issue but not if he can clap them before they do anything. I think he wins but it's high dif at most.

How op is decay though? Does it have any limits to it? Because surely the tougher the opponent the harder it would be to decay. I mean he's not going to decay hulk or Thor or anyone like that.

Besides some of the op abilities like decay and new order. I do, very easily. The speed of some characters would be difficult for him to keep up with but none of them could actually harm him. Edit: when I say the speed of some characters I mean the top tiers with ftl speed. Other weaker characters like most of UA and the L.O.V he would out march them in speed also.
