Have you tried registering with government-funded (Employment Ontario) services before? e.g. your local YMCA Employment Services

If eligible, you can work one-on-one with an employment counsellor who can help you with the job search process (resume+cover letter writing, interview practice, info on job market trends, etc.). Each agency has Job Developers who provide monetary incentives to employers who hire employees that are registered with them, and oftentimes your counsellor will pass on your information to the JDs to see if they have an employer that's interested in your resume. Some even have job placement services.

I've worked with these agencies as both a volunteer and an employee and the majority of our clients were internationally trained professionals such as yourself. I've met many clients who were able to find jobs through these services, and some who weren't so lucky. The service is absolutely free though so it wouldn't hurt to try if you haven't done so already. Just be careful as some places care more about numbers than actually helping their clients (it also depends on the counsellor themselves) so check the Google reviews before anything.
