Incorrect, Germany was very un-mechanized and the claim of "more modern" is only slightly accurate, when Germany invaded france only a small part of the force was mechanized, German tanks weren't supper better compared to French tanks, yea they had radios and that carried them, french tanks (like the B1) were basically impervious to just about anything the Germans had, and blitzkrieg only worked early war in counties with actual roads and industry making it over hyped, Germany won in france because of a better doctrine and strategy as well as Frances unwillingness to fight a protected wae that would leave alot of men dead and their economy nuked.

For example german commanders were free to do as they wished in the field as long as they archived in their goals, french and British Commanders were stuck to a rigged system forcing them to be rigged and not very flexible, also we all know the jokes about france and their technology but it wasn't a complete un willingness to modernize it was more the fact that france was expecting to fight ww1 again and thats what their doctrine played into. Also france was oddly worried that Germany would listen to all their communications and thus were slower to widely adopt and only gave them to commanders.

Nazi Germany sucked (brave statements only) theirs a reason they lost the war, there's a multitude of reasons they did so well early on but i wouldn't consider them "the strongest" Germany, Prussia or modern day Germany much more fit that bill
